હજીરા એલએનજી પ્રા લી (શેલ ગેસ) ની પર્યાવરણીય લોક સુનાવણીમાં રજૂઆત

11-9-12012 ના રોજ હજીરા ખાતે આવેલ શેલ ગેસના એલએનજી ટર્મિનલની કેપેસિટી વધારાની પર્યાવરણીય મંજૂરી માટે પરીવર્તન ટ્રસ્ટની રજૂઆત 



  1. The mangrove patch of 40 hector in southern part of the Hazira was decreased after 2006 to only 15 hectors. The Environmental Clearance clearly said that mangroves must be protected by Essar and Shell. But here ESSAR,  Adani and Shell has made reclamation and bunding so the whole patch is continuously dying. The photographs are attached of the location herewith for the verification. [Annex 1]. Shell has planted some mangroves in the coastal belt as mandatory plantation but shell must now protect the existing mangrove patches from destruction as per the EC condition.
  2. There is no Rehabilitation and Resettlement plan in EIA report for fisherman community who were fishing in the intertidal zone of Hazira. In 2003 Shell EIA and in 2012 Adani and Essar port EIA report there is nothing written about the pagadiya fisherman who are using this intertidal zone for fishing. Tribal and poor fisherman community is forcefully thrown away from this region with use of local powerful politician. So the 300  fisherman belonging in the Below Poverty Line and are Schedule Tribe have lost their fishing place. Moreover HAZIRA village is the first village of India which has lost entire coastline due to the development of 3 ports, Steel plant, and Oil and Gas exploration production companies.  [ Refer Annex page 2 ]
  3. We need detailed compensation and resettlement plan for fisherman community of Hazira village and surrounding villages who were using this estuarine part of Hazira where the expansion is being planned.  The fisherman have lost entire coastline and fishing business so they must be compensated for entire life.
  4. The re-gasification process uses the sea water to lose the temperature of the liquid gas regularly and continiously.  The cold water is being continuously disposed in to the sea and additional water will be disposed in same way. The Gulf of Cambay is having ambient temperature ranging 20-40 degree centigrade. The sudden change in temperature is having effects on the aquatic life of the area and Tapi estuary. The EIA report is totally silent on the effect of the disposal of the cold 41,000m3/hr additional water + 26,000m3/hr existing water in to marine/estuarine environment and its short term and long term effect on local environment and fisheries. What will be the reversible and irreversible impact on the local marine environment due to the release of water???
  5. What will be the done by the project under Environmental Management Plan to minimize impact on the marine/estuarine/coastal ecology and aquatic life??? We demand installation of 10 hector artificial reef at suitable location in the Gujarat coast line by Shell to compensate the loss of fishery and marine aqua-life.
  6.  The Adani EIA Report 2012 on port showed the petroleum hydrocarbon level in the tapi esturine as well as marine region is very high. There is no impact assessed on effect of PHc on  marine/ aquatic environment/biodiversity as said in the EIA for SAME LOCATION. The Phc level in the Hazira waters are in range of 29.5, 31.1, 28.6, 48.1, 51.4 microgram/litre. [Refer Adani EIA report on Water Quality 4.2 tables]  These figures shows very high PHc in the coastal waters where the thousands time dilution is available. So this area is polluted due to the PHc as per Adani EIA report,  Surprisingly the Shell EIA carried out in same time shows the parameter BELOW DETECTABLE LIMIT.  The comparison of both EIA shows unclear and fishy picture of same location and its environment Please justify.
  7. The phenol level inside the estuary as well as in coastal area is  coming very high. 46.1,  49.0,  57.8,  63.1,  81.6,  167.5,  microgram/liter as per EIA report of ADANI in 2012 for same location. This shows the region is polluted severely due to phenol. But in Shell EIA no such assessment were carried out by NEERI. Please justify the matter.
  8. Public road is passing near by the LNG storage tanks [100 meters] which is falling under the risk zone. Moreover the Adani port is just beside having the coal terminal which is clear cut violation of the safety norms. The public road will be the only source of escape for whole Hazira village after closer the existing road passing from the ESSAR. So the project may create big safety question over the local villagers who have only one source of escape. Please briefly examine the scenario.

ONGC કર્મચારી આંદોલન ૨૦૧૨ ... પરીવર્તન ટ્રસ્ટ સમર્થિત-1

જુલાઇ 17 2012 ના રોજ થી  100 દિવસ સુધી લગાતાર  ઓએનજીસી ના કોન્ટ્રાક્ટ પર કામ કરતાં કર્મચારીઓ એ કામ બંધ રાખેલ હતું . ભાટપોર સરપંચ શ્રીમતી વામીનીબેન પટેલ ના નેતૃત્વ માં ઓએનજીસી કર્મચારીઓ એ આંદોલન શરૂ કરેલ હતું જેને પરીવર્તન ટ્રસ્ટ દ્વારા સમર્થન અપાયેલ હતું.

Sub:     About strike in ONGC Hazira Petrochemical Complex and for abolishing contract system from all other companies in Hazira region  and providing job to land losers farmers.

REF:   Indefinite strike continued from 18-7-2012 in front of ONGC gate Hazira
Gujarat by 650 local contract workers.

Respected Sir,
Hazira industrial area has an investment of more than 1,00,000 Crore rupees in Southern part of Gujarat. There are major industrial establishments like ONGC, ESSAR, L&T, Reliance, Kribhco, NTPC, Shell, GSEG, Cairn Energy, Niko Resources, GSPC, GAIL, ABG Shipyard, ABG- Narmada- Ultratech  Cement Plants are operating in the 25 kms of Hazira  coastal belt. The companies established on the farmers land through land acquisition process had promised job to one family member of land looser farmers but till today no such jobs were given.  Most of the local people working in these major companies are on daily wages/contracts without having any social security and benefits of permanent employees.

Most of the companies had acquired land through land acquisition process and during the process all the major companies had promised to give one job to each land losing farmer. But till today no jobs were given by these companies and no one is ready to hear them.

The local people mostly work very hard for these companies and are getting very low salary like 1/3 to 1/5 than the permanent employees of company for same work. Most of the companies are having permanent kind of work for which they must have permanent employees but from 20-25 years they have been continued with contractual workers.  The contractual workers are ranging between 70-200% of their total permanent strength. So in this region the industrial development has created deep bias between the local contractual employees and permanent employees. This is total violation of Labor laws. The companies are looting the labor force in contract system in which corruption plays vital role. The contractors are adopting illegal/unethical practices with labors for making more money in all the companies. Now in this Hazira region labors have united and demanding their equal rights/wages for equal work.

In this case of ONGC the local employees are working continuously from 20 to 25 years under the contract system and they don’t have any benefits like permanent employee. The 6 contract employees are died during service nothing was given to their family, 2 employees lost their eyesight nothing was given to them by ONGC. More than 350 technical staffs are operating the plant but all are under contract system from years. Moreover due to very high corruption in ONGC system the contractual workers are not getting their minimum wages and PF also.
Bhartiya Mazdoor Sangh has  demanded action time to time  in this matter for these workers but nothing has been done by ONGC management.   The Sarpanch Bhatpore Hazira Kantha Vistar Vikas Mandli and BMS gave ultimatum to ONGC management but it was never responded by ONGC management. 
In these circumstances where the people are neglected and their voices are being suppressed the whole 53 coastal villages of Surat come together under the Parivartan Trust banner and called indefinite strike from 18th July 2012 which is going on as on date.  And today more than 30,000 people are on road demanding their rights from Government by this memorandum to Honorable Prime Minister.

The agitation and strike which is started from ONGC may create law and order situation if not responded timely. All the major companies will have to suffer due to this major agitation started recently as they have exploited the labors from years. This situation is created due to the governmental policies which is relaxed and soft to the corporate/ industry and not to the workers and people of country. Recent study of one village namely Dumas has shown that the village has qualified 300 un employed youth in this highly developed Hazira region and industrial belt.  So the situation of un-employment and contract system needs to be addressed immediately with change at policy level in the Government.  

We humbly request you to immediately respond the ONGC strike matter and take positive action in favor of labors and their human rights/socio-economic needs. The justice demanded by the labors is their right and their sacrifice to the nation for industrial development.

Respected Sir,

We the representative of people of 32 coastal villages working in coastal region of Surat district registered wide A 2920 Surat  20-10-2010 as an NGO declare our total support to the issue raised by Sarpanch of Bhatpore.
The contract system which is prevailing in the ONGC is violation of the fundamental rights of the local people and villagers. We will not tolerate injustice done in past by ONGC to our region. When same work is done by our people  they are not provided enough salary in compare to regular employee from years. The voice of these people had not been addressed well thinking about the human rights of the local people.
After sending a prior notice by Sarpanch to ONGC management There is no response from ONGC management which is not as per natural justice. We feel that ONGC has not developed good relation with the local people in past and the same policy is being adopted at present.  This is un democratic way adopted by ONGC management by not taking action.

We all the people of coastal belt have planned indefinite protest against ONGC management from 18-7-2012 8-00 PM and it will go on. Any damage or any  situation of law and order arises The ONGC will be sole responsible for that.

પરીવર્તન ટ્રસ્ટ દ્વારા તા ૯-૮-૨૦૧૨ ના રોજ હજીરાથી સુરત કલેક્ટર ઓફિસ સુધી કોન્ટ્રાક્ટ પ્રથાના વિરોધમાં  ઓએનજીસી કર્મચારીઓને કાયમી કરવા માટે કામદારોના હક માટે વિશાળ રેલીનું આયોજન કરાયેલ હતું
