Surat villagers hit streets for closure of "polluting unit"

LED by Mahuva BJP MLA Dr Kanu Kalsaria and former Congress Minister Sanath Mehta, thousands of people from over 30 villages of Surat district took out a rally in Sachin today demanding closure of Gujarat Environment Protection Infrastructure Limited (GEPIL). The rally, under the banner of Parivartan Trust, culminated at the district collectorate where the leaders submitted a memorandum to district collector A J Shah, demanding strict action against GEPIL owner Girish Luthra for allegedly polluting the Unn creek. 

Last year, the Gujarat Pollution Control Board had found three illegal connections of GEPIL joined to the central effluent treatment plant of the GIDC to discharge hazardous waste. Villagers say this contaminated the Unn creek and several cattle died after consuming the creek water as well as lakhs of fish. “The anger and dissatisfaction was seen on the faces of the peple who have fallen victim to GEPIL. Their demand is genuine as it is for the welfare of people. We want the company to shut down permanently. We have given the district collector a month‟s time for this,” said Dr Kalsaria. Parivartan Trust president Jayesh Patel said, “It‟s an age-old fight. We had made representations to different government departments earlier also, but nothing happened. After this rally, we feel that officials will do something.” Patel said they are planning to file a writ petition in the Gujarat High Court in this regard. “We have demanded that GEPIL owner Girish Luthra be booked for criminal negligencem” he added. 

The district collector said his office would forward the memorandum to the GPCB. “GPCB officials will decide on the demand for closing the unit. The company is presently shut down following orders of GPCB,” Shah said. Modhwadia seeks action against gepil Gujarat Congress president Arjun Modhwadia today demanded action against GEPIL for disposing of its untreated effluent into the sea, which, he said, caused extensive damage to the fauna and flora in the sea. Addressing mediapersons in Ahmedabad, Modhwadia alleged that GEPIL owner Girish Luthra was among the 24 chosen industrialists who had accompanied Chief Minister Narendra Modi during his visit to China in November last.

A huge rally was taken out in Kharod village on Monday morning, to give a memorandum to Surat collector to permanently ban Gujarat Enviro Protection & Infrastructure Ltd (GEPIL). The villagers are protesting ineffective functioning of the company which has been assigned the critical task of incinerating and treating several tons of hazardous waste received from industries in Ankleshwar and Vapi. It has been alleged that the company's incinerator has never functioned properly and the toxic waste is disposed into the sea through the Unnkhadi totally untreated.

In 2010, after scores of representations from villagers, GPCB passed an order to dismantle the company, but GEPIL managed to secure permit to continue to accept hazardous waste for incineration. However, of late, several big and small fish have been found dead near the Mindhola estuary. Recently, 300 buffaloes died after grazing on toxic grass and drinking contaminated water of the Unnkhadi passing nearby, where GEPIL is alleged to be disposing its untreated toxic waste.

Supported by Mahuva MLA Kanu Kalsariya, former finance minister Sanat Mehta and local activists, a huge rally reached the collector's office demanding permanent closure of the company.

Meanwhile in Ahmedabad, Congress president Arjun Modhwadia alleged that chief minister Narendra Modi was hand in glove with the polluting company. He claimed that owner of GEPIL Girish Luthra funded Modi's chartered flight to China and was part of his delegation, indicating this as the reason for the government not taking action against the polluting company.


However, the state government refuted the allegations. "This is an utter lie. Neither Luthra nor any other GEPIL official was on the China tour. We challenge Modhwadia to prove that Luthra had accompanied the CM to China," government spokesperson Saurabh Patel said.

SURAT: Villagers of around 32 coastal villages surrounding the city took out a massive rally on Monday demanding permanent closure of Gujarat Enviro Protection and Infrastructure Private Ltd (GEPIL), which has been blamed for discharging highly toxic hazardous water in Unn Khadi. Gujarat Pollution Control Board (GPCB) in December 2011 had found two illegal connections directly discharging this hazardous waste in Unn Khadi. 

The rally, organised by the Parivartan Trust involving the leaders of the affected villages around Sachin, was spearheaded by BJP rebel Dr Kanubhai Kalsaria and former state finance minister Sanat Mehta. Tens of hundreds of villagers participated in the rally, which started from Khajod village and culminated at the district collector's office at Bahumali building at Nanpura, where the leaders of the Parivartan Trust submitted a memorandum to the district administration demanding permanent closure of GEPIL within a month's time. 

The villagers, carrying placard against GEPIL and its owner Girish Luthra, shouted slogans demanding immediate closure of the company responsible for threatening the ecology and atmosphere in the coastal villages. In December-2011, the GPCB had exposed two illegal pipelines from an Integrated Common Hazardous Waste Management Facility (ICHWMF) operated by GEPIL to dump untreated industrial waste into Unn rivulet. Following the expose, the GPCB had issued an immediate closure notice to GEPIL.

"GEPIL's illegal activities have been exposed in the GPCB findings and now we won't allow this company to operate further. The company is threat to ecology and atmosphere in the surrounding villages and it will be our sole goal to see that the company is closed permanently," said Prakash Contractor, secretary, Parivartan Trust. Contractor added, "Today's rally was a show of strength to the state government, GIDC and other concerned departments who are still not acting tough against GEPIL. We have given a month's ultimatimum to the district administration to permanent close down the company or else we will intensify the agitation"

Before the massive rally, Parivartan Trust organised a mammoth public meeting at Khajod village, which was addressed by Dr Kalsaria and Sanat Mehta. Kalsaria said, "I have been told that the hazardous discharge of toxic waste material by GEPIL has led to the death of more than 200 buffaloes. It is obvious that many villagers and general people surrounding the villages may have consumed the milk of these buffaloes and thus they are also suffering from one or the other health-related problem." 

Mehta said, "There are many such companies in Gujarat and across the country. Being an alert citizen, it is our responsibility to expose the corrupt officers in the government agencies who are helping such companies prosper."

ગેપીલના સંચાલક ગિરીશ લુથરાના ભટાર રોડ સ્થિત લુથરા હાઉસ સામે કાંઠા વિસ્તારના ગામવાસીઓએ માસ્ક પહેરી રોષ ઠાલવ્યો, બેનર અને સૂત્રોચ્ચાર સાથે વિરોધને આક્રમક બનાવવા પ્રયાસ, પોલીસની કામગીરીને પણ આડેહાથ લેવાઈ 



ગેપીલમાંથી ગેરકાયદે છોડાતા ઝેરા કેમિકલના કારણે કાંઠાના પર્યાવરણ સામે ખતરો ઊભો થયો છે એટલું જ નહીં પણ અહીં વસતા પશુ અને માનવજીવન પર ગંભીર અસરો પડી રહી હોવાથી ગામવાસીઓ છેલ્લાં કેટલાય સમયથી ગેપીલ સામે લડત ચલાવી રહ્યાં છે પરંતુ પોલીસ કે સરકારી તંત્ર કાંઠા વિસ્તારની પ્રજાને મચક આપતા નથી, છેવટે તેઓએ પોતાનો રોષ વ્યક્ત કરવા અહિંસક આંદોલનનો આસરો લીધો છે. બુધવારે કાંઠા વિસ્તારના લોકોએ માસ્ક પહેરીને ગેપીલના સંચાલક ગિરીશ લુથરાના ભટાર રોડ સ્થિત નિવાસસ્થાને પ્રતિક ઘરણાં કર્યા હતા. એટલું જ નહીં ગેપીલ તથા લુથરા વિરોધી સૂત્રોચ્ચાર દ્વારા ગેપીલની પ્રવૃતિ સામે પોતાનો રોષ વ્યક્ત કર્યો હતો. આવનારા દિવસોમાં માસ્ક પહેરીને જીવવું પડશે ગેસ માસ્ક પહેરીને કરેલા વિરોધ થકી ગેપીલ દ્વારા ભૂગર્ભમાં દાટવામાં આવેલા ઝેરીલા ઘન રસાયણોની પર્યાવરણ પર પડતી ગંભીર અસરોથી લોકોને વાકેફ કરાયા હતાં. આવતા ૫૦ વર્ષ સુધી ગેપીલની આસપાસના ૧૨ ગામો આ ઝેરીલી અસરના સંસર્ગમાં રહેશે. આ દહેશત સાચી ઠરી તો ગામવાસીઓને આવનારા વર્ષોમાં માસ્ક પેહરીને ગામમાં રહેવાની નોબત આવશે. આમ આ બાબત હવે ગણતરીના વર્ષોમાં સાચી બનવાની શક્યતાને ગામવાસીઓએ માસ્ક પહેરીને વ્યક્ત કરી હતી.

 લુથરા હાઉસની ખુલ્લેઆમ તરફદારી કરી રહેલી પોલીસની વધુ એક કરતૂત પ્રકાશમાં આવી છે. તેમાં પોલીસ પાસે ચાર દિવસ પહેલા ગિરીશ લુથરાના નિવાસસ્થાન પર અહિંસક ધરણા કરવાની માંગણી કરી રહેલા ગામવાસીઓને બુધવારે સવારનાં નવ વાગ્યે પરમિશન આપી હતી.

૨૦૦૧ માં ગેપિલ કંપની ગભેણી ખાતે આવી હતી. ૨૦૦૪ પછી જોખમી રસાયણિક કચરો અહી લાવતા અને ખાડી માં ગેર કાયદેસર રીતે નાખવામાં આવતા પશુઓના મરણ થવા લાગ્યા હતા. ૨૦૦૫ માં લોકો એ આવેદનપત્રો આપેલ હતા.







બુડિયા ગામે ભેંસો ના સામૂહિક મરણ થતાં આકરી ફરિયાદ જીપીસીબી ને કરવામાં આવેલ હતી. જેમાં જીપીસીબી પર ભ્રષ્ટાચાર અને કંપનીને બચાવવાના ગંભીર આરોપો લગાવવામાં આવેલ હતા. જેના અનુસંધાને  ૨૦-૧૧-૨૦૧૧ ના રોજ જીપીસીબી દ્વારા વિજિલન્સ તપાસ હાથ ધરાઇ હતી જેમાં ગામના લોકો એ સહકાર આપેલ હતો. આ તપાસ ને અંતે કંપની દોષિત થઈ હતી અને ગેરકાયદેસર પાઇપલાઇનો  પકડવામાં આવેલ હતી. જીઆઇડીસીની પાઇપલાઇનમાં ગેર કાયદેસર જોડાણ કરી ઝેરી કેમિકલ્સ જેને ભઠ્ઠીમાં સળગાવીને નાશ કરવાના હોય છે તે  મીંઢોળા અને ગભેણી ખાડીમાં નાખવામાં આવતા હતા. જીઆઇડીસી દ્વારા આ સંદર્ભે પોલીસ FIR કંપની સામે નોંધાઈ હતી.  


































































   



GEPIL issued closure notice

SURAT: Gujarat Pollution Control Board (GPCB) on Thursday morning issued immediate closure notice to Gujarat Environment Protection Infrastructure Limited (GEPIL) in Sachin. 


GEPIL has been asked to close its work of waste collection with immediate effect under Section 5 of Environment Protection (EP) Act. 

The GPCB has been carrying out digging for the past 11 days to search for the source of pollution in Khadi. 

GPCB chairman Kanu Mistry received a report at 7.30 pm on Wednesday in this regard and he took the decision to issue closure notice to GEPIL later. 


He told TOI "We have handed out the maximum punishment under the law. Generally, 15 days time is given to a party, but looking at the gravity of the offence, we have issued immediate closure notice to GEPIL."

 GPCB files court plaint against GEPIL

SURAT: Two months after issuing closure notice to Gujarat Environment Protection Infrastructure Limited (GEPIL), Gujarat Pollution Control Board (GPCB) on Saturday lodged a complaint in the court against the company and nine directors over pollution issue. The 10 directors have been asked by the court to present themselves before it on February 23, sources said.

The company was issued closure notice on December 01, 2011 under Section 5 of Environment Protection (EP) Act after GPCB investigation found GEPIL to be violating pollution norms by allegedly releasing harmful chemicals into Unn Khadi.
 
The GPCB had carried out digging for over 11 days to search for the source of pollution in Unn Khadi and the connections which were detected were allegedly linked to GEPIL storage tanks. GPCB had started the investigation after a series of complaints about water pollution from people of nearby Jiav, Budia, Ghabheni and Deepli villages.

GPCB regional officer Anil Patel had lodged the complaint against GEPIL and its directors namely Girish Luthra, Dhruv Luthra, Narendra Shah, KV Tulsiyan, Kamal Jain, Dharmesh Patel, Dhaval Parikh, Priyesh Bhati and Sunil Shah.


"We had taken the samples of hazardous waste under the EP Act 1986. The report of our findings has also been placed before the court. Further punitive action will be taken upon court's directive," Anil Patel said.

Anti-pollution rally organizers arrested

  
SURAT: A day after the massive morcha against the pollution in Unn creek, the police arrested three members of the Parivartan Trust, which had organized the rally.

The trio -- Jayesh Patel, Prakash Patel and Jayanti Patel -- were arrested for violating the terms on which permission was granted for the rally.

The rally went on for a longer time than permitted and the protestors marched up to the collectorate whereas the permission was only up to Vanita Vishram ground.

"The transgression created a law and order problem,'' said inspector C K Patel of Khatodara policestation, justifying the arrests. The trio was released on bail soon after their arrest.
Meanwhile, nearly 200 villagers rushed to the police station on learning of the arrests. They, too, demanded to be arrested as a mark of protest.


The rally was organised on the issue of pollution against the Gujarat Enviro Protection and Infrastructure Private Ltd (GEPIL) by villagers of the affected villages in outskirts of the city.
