હજીરા એલએનજી પ્રા લી (શેલ ગેસ) ની પર્યાવરણીય લોક સુનાવણીમાં રજૂઆત

11-9-12012 ના રોજ હજીરા ખાતે આવેલ શેલ ગેસના એલએનજી ટર્મિનલની કેપેસિટી વધારાની પર્યાવરણીય મંજૂરી માટે પરીવર્તન ટ્રસ્ટની રજૂઆત 



  1. The mangrove patch of 40 hector in southern part of the Hazira was decreased after 2006 to only 15 hectors. The Environmental Clearance clearly said that mangroves must be protected by Essar and Shell. But here ESSAR,  Adani and Shell has made reclamation and bunding so the whole patch is continuously dying. The photographs are attached of the location herewith for the verification. [Annex 1]. Shell has planted some mangroves in the coastal belt as mandatory plantation but shell must now protect the existing mangrove patches from destruction as per the EC condition.
  2. There is no Rehabilitation and Resettlement plan in EIA report for fisherman community who were fishing in the intertidal zone of Hazira. In 2003 Shell EIA and in 2012 Adani and Essar port EIA report there is nothing written about the pagadiya fisherman who are using this intertidal zone for fishing. Tribal and poor fisherman community is forcefully thrown away from this region with use of local powerful politician. So the 300  fisherman belonging in the Below Poverty Line and are Schedule Tribe have lost their fishing place. Moreover HAZIRA village is the first village of India which has lost entire coastline due to the development of 3 ports, Steel plant, and Oil and Gas exploration production companies.  [ Refer Annex page 2 ]
  3. We need detailed compensation and resettlement plan for fisherman community of Hazira village and surrounding villages who were using this estuarine part of Hazira where the expansion is being planned.  The fisherman have lost entire coastline and fishing business so they must be compensated for entire life.
  4. The re-gasification process uses the sea water to lose the temperature of the liquid gas regularly and continiously.  The cold water is being continuously disposed in to the sea and additional water will be disposed in same way. The Gulf of Cambay is having ambient temperature ranging 20-40 degree centigrade. The sudden change in temperature is having effects on the aquatic life of the area and Tapi estuary. The EIA report is totally silent on the effect of the disposal of the cold 41,000m3/hr additional water + 26,000m3/hr existing water in to marine/estuarine environment and its short term and long term effect on local environment and fisheries. What will be the reversible and irreversible impact on the local marine environment due to the release of water???
  5. What will be the done by the project under Environmental Management Plan to minimize impact on the marine/estuarine/coastal ecology and aquatic life??? We demand installation of 10 hector artificial reef at suitable location in the Gujarat coast line by Shell to compensate the loss of fishery and marine aqua-life.
  6.  The Adani EIA Report 2012 on port showed the petroleum hydrocarbon level in the tapi esturine as well as marine region is very high. There is no impact assessed on effect of PHc on  marine/ aquatic environment/biodiversity as said in the EIA for SAME LOCATION. The Phc level in the Hazira waters are in range of 29.5, 31.1, 28.6, 48.1, 51.4 microgram/litre. [Refer Adani EIA report on Water Quality 4.2 tables]  These figures shows very high PHc in the coastal waters where the thousands time dilution is available. So this area is polluted due to the PHc as per Adani EIA report,  Surprisingly the Shell EIA carried out in same time shows the parameter BELOW DETECTABLE LIMIT.  The comparison of both EIA shows unclear and fishy picture of same location and its environment Please justify.
  7. The phenol level inside the estuary as well as in coastal area is  coming very high. 46.1,  49.0,  57.8,  63.1,  81.6,  167.5,  microgram/liter as per EIA report of ADANI in 2012 for same location. This shows the region is polluted severely due to phenol. But in Shell EIA no such assessment were carried out by NEERI. Please justify the matter.
  8. Public road is passing near by the LNG storage tanks [100 meters] which is falling under the risk zone. Moreover the Adani port is just beside having the coal terminal which is clear cut violation of the safety norms. The public road will be the only source of escape for whole Hazira village after closer the existing road passing from the ESSAR. So the project may create big safety question over the local villagers who have only one source of escape. Please briefly examine the scenario.
